Biography
Scott Jasper retired recently as a Captain in the United States Navy. A graduate of the U.S. Naval Academy, he earned a Masters in Business Administration from San Jose State University and a Masters of Arts in National Security and Strategic Studies from the Naval War College. His culminating tour in the Navy was as Associate Dean for the School of International Graduate Studies at the Naval Postgraduate School. His operational tours include Catapult and Arresting Gear Officer on the USS ENTERPRISE, Flag Secretary for Commander, U.S. Naval Forces Central Command and Commander, FIFTH Fleet in Bahrain and Commanding Officer of Patrol Squadron FOUR. He led his squadron in combat during Operation DESERT FOX and forward-deployment to FIFTH and SEVENTH Fleet with the new P-3C ASUW Improvement Program (AIP) aircraft.

Scott Jasper served as the Deputy for Joint Experimentation at Headquarters, U.S. Pacific Command. He drove the creation and implementation of a revolutionary concept for joint warfare that impacted the operational efficiency of over 20,000 personnel. He designed and facilitated workshops to produce standardized procedure sets, mission focused training tasks and routine technology integration exercises for Joint Task Force components. He drafted an objective oriented Pacific Theater Plan for Transformation that was adopted by the Department of Defense to transform the entire U.S. military. 

Drawing upon extensive contacts in the field of Military Transformation, he developed from scratch and has delivered repeatedly the resoundingly popular NS 3021 Graduate Level course on Military Transformation to mid career level Professionals. He also conducts academic and field research, that resulted recently in two separate military transformation-related articles accepted for publication in the Joint Forces Quarterly and Marine Corps Gazette professional journals. 

Scott Jasper continues to serve the Department of the Navy today as the Chief Operating Officer and Lecturer in the Center for Civil-Military Relations.
