USMC doctrine embodies the concept of combined arms: the integration of air and ground combat capability to achieve maximum effect on the battlefield. The emergence of cyber as a supporting arms capability requires tight integration of its combat capabilities and effects with those of the other combat arms. Failure to do so risks misalignment of resources and capabilities at the very least and mission failure at the extreme. Integration of cyber as a supporting arm requires careful consideration of command and control (C2) as it pertains to cyber. This research purports to model C2 in the context of cyber in order to identify key constructs for the effective oversight of cyber arms.
