Civilian Institutions (CIVINS) Office


The Navy's fully-funded graduate education program supports 71 different subspecialties. Seventy-four different curricula are currently being taught at the Naval Postgraduate School in Monterey. In addition, 33 other fields of study are possible from over 100 different civilian institutions nationwide. Each year approximately 22% of the graduate assignments for officers are slated to attend civilian institutions (CIVINS).  The Civilian Institutions (CIVINS) Office administers the Civilian Institutions (CIVINS), Fleet Scholars Education Program (FSEP), Law Education Program (LEP) and the Judge Advocate General In-Service Procurement (JAG IPP) fully funded graduate education programs. For additional information, please refer to OPNAVINST 1520.23C which provides guidance on the Navy's graduate education programs; for application procedures and selection criteria, you need to talk to your Detailer or Community Program Officer for details as the CIVINS Office does NOT process applications nor is involved in the student selection process.

Welcome Letter to Students


CIVINS Students,

First off, congratulations on your selection to be a graduate student under one of the Navy’s Fully Funded Graduate Education Programs! Please follow the steps below and provide information required.

  1. The CIVINS office will notify your university that we are your third-party sponsor financially responsible for your tuition and certain mandatory fees via a sponsorship letter. However, some schools require you to apply for third party coverage. It is important that you do so to make sure we are able to cover your tuition and fees.  If the school requires you to pay a seat deposit now, do so, the costs will be refunded to you directly from the school once they receive the first tuition payment from us.   2. If attending a state/public university, apply for a residency waiver so you are charged the in-state tuition rate. 
  3. Be sure to decline the health insurance as you have Tri-care.  Send us a confirmation prior to school starting that you've been granted or denied these waivers.
  4. In order to prepare your tuition funding document, we need some information from you ASAP. Please go to the following link, New Student Information, to fill out the questionnaire and respond to this email once you’ve completed it.  Your answers should automatically populate in our database but please email us screen shots of your answers so that we can manually enter them if need be.
  5. Prior to your school's ADD/DROP date, we must receive a signed and approved full forecasted Education Plan (EP) showing all courses for all terms associated with your curriculum. Your tuition will not be funded until we have a fully complete and approved EP. The template and directions are on our CIVINS Educational Plan Webpage.
  6. In addition to the EP, we must receive a course description for all courses on your EP in a separate word document .
  7. If you haven't already, send us a copy of your orders.
