EDUCATIONAL SKILL REQUIREMENTS (ESRs)

The officer must be able to effectively apply a knowledge of consumer behavior characteristics, theories and research methods for marketing strategies in order to develop and market products and services as part of a complex retailing operation.

The officer must have the ability to utilize the latest marketing/retailing techniques of business firms.

The officer must have the ability to use a comprehensive accounting system to properly control the retail and service operations of a complex retailing enterprise.

The officer must have the ability to analyze service, pricing and promotional practices and problems, and competitive and cooperative relations in retail operations.

The officer must be able to analyze and apply the logistics of distribution systems of the organization, including transportation costs and restrictions, in order to attain the distribution goals of a retail operation.

The officer must have the ability to review major proposals for change and expansion of consumer service systems.

The officer must have knowledge of the principal environmental opportunities and constraints facing the marketing manager.

The officer must possess a comprehensive knowledge of retailing security techniques and the ability to apply these techniques to a military organization.

The officer must have a working knowledge of the principles of capital reinvestment to ensure the long-term infrastructure of the business.

The officer must have thorough knowledge of the principles of inventory management, including emerging techniques, to minimize inventory investment including Electronic Data Interface and Rapid Replenishment.

The officer must completely understand the principles of staffing controls as they impact on the net profit of the business.

The officer must possess a good understanding of contracting and purchasing techniques to make informed decisions on merchandise and expense-item procurements.

The officer must understand the basic principles of facility maintenance and energy controls.

The officer must have complete proficiency in the use of microcomputers for office and business applications.

The officer must know how to analyze business operating data and be able to identify ailing businesses. The officer must, further, know how to adjust service, merchandise, labor, etc. to succeed.
