EDUCATIONAL SKILL REQUIREMENTS (ESR)
The officer must understand the fundamental concepts and be familiar with the basic functional areas of international law/ocean law within the Department of the Navy (DON) and the Department of Defense (DOD), specifically with respect to:
1. Law of the sea.
2. International organizations.
3. Law of armed conflict
4. Comparative law.
5. International environmental law.
The officer must be able to interpret and apply customary international law, state practice, treaties and international agreements, court decisions and legislation as they impact on existing and proposed DON/DOD programs and policies.
