Randy Pugh was born in Annapolis, Maryland in May 1969. He enlisted in the Marine Corps Reserve as a Combat Engineer in 1988 and served briefly at the Fourth Combat Engineer Battalion until his appointment to the United States Naval Academy in 1989. He graduated in May 1994, was commissioned a Marine Second Lieutenant, and reported to The Basic School in June 1994. Following TBS and designation as a Signals Intelligence / Electronic Warfare Officer, he attended the Basic Communications Officers Course and the Cryptologic Division Officers Course before reporting to 1st Radio Battalion, Marine Corps Base Kaneohe Bay, Hawaii in October of 1995.
While at 1st Radio Battalion, Lieutenant Pugh deployed as the OIC of the I MEF Radio Battalion Contact Team in Camp Pendleton, CA and as both the Radio Battalion Det OIC and S-2A for the 31st MEU(SOC) in Okinawa, Japan. Captain Pugh completed his tour in Hawaii as the Company Commander for Alpha Company.
From January to May 1999, Captain Pugh attended the MAGTF Intelligence Officers Course and from June 1999 to June 2001, he attended the Naval Postgraduate School where he attained his Master’s Degree in Computer Science (Software Engineering). His thesis explored the use of artificial intelligence as a means to accelerate system integration.
In July 2001, Capt Pugh assumed duties at Marine Corps Systems Command as the Technical Control and Analysis Center System Project Officer. Immediately following September 11th, he was transferred to the Marine Corps Combat Development Command where he helped establish the Enduring Freedom Combat Assessment Team and in February 2003 he deployed to Kuwait and Iraq where he served as the OIC of theIMEFSCIFusionCell. AfterhisreturntoMARCORSYSCOMinMay2003,CaptPughdirectedthe Radio Battalion Modernization and Concept Exploration Program and was SIGINT/EW Team Lead.
In June 2004, Major Pugh reported to 3rd Radio Battalion in Kaneohe Bay Hawaii as the Executive Officer and Operations Officer. He deployed with the Battalion to Al Anbar, Iraq from May 2005 to February 2006. He led the first Radio Bn detachment to support the Joint Special Operations Command – Philippines in August 2006. From July 2007 to May 2008, Major Pugh attended Command and Staff College, Quantico, Virginia.
From June 2008 to June 2011, LtCol Pugh served as the Joint Intel Support Element OIC and subsequently the Deputy J-2 at Special Operations Command Europe in Stuttgart, Germany. During this tour he participated in multiple exercises in Eastern Europe and deployed to Kabul, Afghanistan for four months where he established the ISAF SOF Fusion Cell.
From August 2011 to April 2012, LtCol Pugh was the II MEF G-2 and served as the Commanding Officer of 2d Radio Battalion from May 2012 to June 2014.
From August 2014 until June 2015 LtCol Pugh attended the Naval War College in Newport, Rhode Island. From July 2015 until June 2017 he worked at Headquarters Marine Corps, Intelligence DepartmentwhereheservedastheChiefofIntelPlansandPolicies. ColonelPughservedwithin Training Command as the Commander of Marine Corps Intelligence Schools from 2017 to 2019 and is currently the Senior Marine Representative and Associate Dean of Research at the Naval Postgraduate School.
Colonel Pugh is married to the former Ann Marie Deinlein of Edgewater, Maryland and they have three children; Nicholas, Savannah, and Morgan.
