Summary This project aims to continue the efforts of previous studies on the potential impact of implementing the Optimized Transit Tool & Easy Reference (OTTER tool. This study will use newly acquired ship records to model OTTER’s potential fuel savings under a variety of different transit conditions and mission parameters extracted from actual operations records. The study will also reexamine the data used in previous studies in an attempt to correct for known inconsistencies in older data sets.
The researchers will also conduct further user acceptance testing within the SWO community in order to gauge the effectiveness of OTTER when used by sailors who are less familiar with the tool. Through this effort, the PI will be able to determine the level of training or interface improvements needed for operators to use the tool correctly. The research team will also attempt to partner with a ship on deployment or conducting training exercises to test OTTER at sea. The results from these trials will be used to provide a better estimate of OTTER’s actual fuel savings and to evaluate the accuracy of previous modeling efforts.

• Under what transit conditions is OTTER most effective?
• On what class of ships does OTTER have the greatest potential impact?
• What are the most common mistakes or points of confusion for new users who are unfamiliar with OTTER?

Deliverables to include raw transit data and fuel curve samples with documented corrections as needed; report on user acceptance testing results and recommended interface, training, and documentation improvements; and a report detailing results of OTTER transit modeling using most recent transit data for as many ship classes and mission profiles as data allows
