Summary The Navy contracts out surface ship maintenance availabilities to commercial shipyards in several regions around the country. Each commercial shipyard, and each region, has limited facilities, capabilities, equipment, and workforce. A healthy commercial industrial base is vital to maintaining, modernizing, and sustaining the Surface Fleet to meet the Optimized Fleet Response Plan. In order to support the regional commercial industrial base, it is crucial for the Navy to effectively manage level loading of surface ship maintenance availabilities. This project will support the operational need of the Naval Surface Force by developing a toolkit that evaluates regional maintenance availabilities to optimize level loading.
