Summary Recruiting individuals to serve in the military continues to be a challenging and resource- intensive effort. As budgets are reduced, Naval Recruiting Districts (NRD) need to produce quality recruits at prescribed levels in order for the Navy to maintain the force. "Market depth" is a term used informally to describe the number of individuals in a certain area who might be enlisted, accounting for both eligibility and also propensity. The best predictor of recruiting in an area is the number of recruiters, since recruiters are set a specific goal and generally meet it. Thus the number of recruits produced from an area in the past does not necessarily parallel the depth of the market there. This effort aims to model market depth, by ZIP code, without using historical production data. An accurate model will allow NRD to more efficiently position its recruiting assets.
