Summary Renewable and conventional energy infrastructure potentially impacts live military training and testing at onshore ranges, in military airspace, and in offshore operating areas (OPAREAs). Additionally, operational missions are impacted where wind turbines degrade the performance of air defense radars. Mission compatibility studies and assessments are conducted to support informed decision making. Assessment methodologies are developed and refined as new energy technologies are deployed by industry; e.g., seabed completions in an offshore gas field where there are no permanent surface structures that would obstruct military and other vessel traffic. The studies and assessments provide the basis for developing stipulations that will mitigate the impacts from energy development. This form of applied research also supports policy making by senior DoD leadership and the legislative proposal process when statutory relief is sought. Sustaining military training ranges, airspace, and OPAREAs with robust compatibility assessments supports training and mission rehearsal requirements and the spectrum of live, virtual, and constructive training.
