Many countries in Central Africa, including the DRC, face difficult challenges in their path toward the democratization of civil-military operations. This seminar is the first in a four-part seminar series engagement with various stakeholders in the GDRC, with an overall outcome of completing a Train the Trainers (T3) engagement on Civil-Military Operations. The course is a five-day seminar focused on a wide variety of topics related to the improvement of civil-military relations through civil-military operations. The underlying theme of the course is the need for military officers and civilian officials to develop habits of cooperation within an interagency decision-making process, and to conduct quick impact projects and similar engagements to improve relations with civilians living within the AOR. The importance of developing effective civilian control of military forces is emphasized in the course.
