Back Preparing for Transition: Strategic Considerations for BTA as DOD Prepares for a Change in Administration

Summary The study proposes a qualitative research design that draws on data from scholarly literature, the popular press, government think tanks, and other organizations that provide analysis and research on management reform agenda, presidential candidate policy positions. The objectives are: identify the themes of defense management reform from the recent past through the present; identify relevant defense management reform positions and likely policy agendas of the major candidates; identify areas where the current design of BTA is similar to or different from the likely reform agendas of the next administration; provide suggestions for how the BTA may position itself as both a strong force for good government and a solid fit with the management agenda of a new administration.
