Summary This project aims to develop a software tool for use by ship Captains and navigators that allows them to model the fuel consumption of different actions and how the difference in fuel consumption impacts their mission and operational capabilities. This tool will help Captains answer questions such as "how will refueling at time X versus time Y impact my ability to conduct operation Z?" or "do I have enough fuel to conduct a launch and recovery drill during this transit?" or "how will logistics operations be affected by maneuver X?" This program will be developed from the FUSED (Fuel Usage Study Extended Demonstration) and OTTER (Optimized Transit Tool & Easy Reference) programs created by the Energy Academic Group at NPS. Surface warfare officers (SWOs) will be asked to evaluate the tool for consideration of further development and identify unique features of this tool that could be incorporated into other tools. Although this tool might not replace existing tools, the development and evaluation process will provide a useful study on SWOs' concerns regarding fuel usage and identify features that may improve other tools.
