Summary Fostering Innovation in the Naval R&D Establishment is a study, including qualitative analysis, of social phenomena that contribute to the successful outcomes of the Naval R&D programs. The research intends to reveal how people, processes, policies and organizations can optimally co-evolve and be "configured" to best support the operations of the Navy's RDT&E programs.
One of the programs that will be studied is the V22-Osprey. Specifically we will look at the factors that contributed to the inclusion of 3-D printed, safety-critical parts in the development of the V-22 Osprey. We hypothesize that factors may include specific actions by people (eg: program managers and other leaders), specific processes and policies, and specific organizational structures that were "combined" in innovative ways. We will use the V-22 program's inclusion of additive manufacturing as a benchmark as we study other Navy RDT&E programs."
