Summary The Naval Postgraduate School will work with the Counter Narco-Terrorism Program Office (CNTPO) to facilitate an extended down range demonstration and evaluation of the Field Information Support Tool (FIST) by the Maritime Civil Affairs and Security Training (MCASD Command, specifically by maritime civil affairs teams (MCATs). Work is to facilitate core capabilities for the Navy Expeditionary Combat Command (NECC) in support of maritime security operations around the globe. Missions include but are not limited to: Visit Board, Search & Seizure (VBSS), Civil Affairs/HUMINT, Anti Piracy, and Port Security.
This effort will leverage existing investments by the DoD in the Research, Development, Test and Evaluation of the Field Information Support Tool (FIST Tasks include: (1) Perform a market study of Commercial-Off-The-Shelf (COTS) mobile devices (e.g., smartphones, tablets) that can be deployed with FIST software to support the MCAST/NECC missions; (2) Specify configuration Items to establish a FIST system to support a long-term, down range evaluation. Conduct an initial study to support mobile collaboration with civilians, government and non-government agencies In areas with limited or no access to NMCI, and without violating DON protocols, Work with the CNTPO FIST team to acquire the necessary components and configure the FIST system for training and an operational demonstration; (3) Facilitate hands-on training for the MCATs in a TBD CONUS location. Training shall include data collection, web-portal usage, and data analysis at a level commensurate with this LOE of this study; (4) Provide support to MCATs that will forward deploy OCONUS (anticipated AORs to be AFRICOM and PACOM), and that will perform an extended operational demonstration of FIST in the field. Monitor FIST usage by MCATs and provide technical support or troubleshooting. Work with the CNTPO to maintain FIST system for event duration.
