Back Lifecycle Methodology for System-of-Systems Capability and Integration Analysis

Summary The Navy manages numerous databases, models and information resources to assist in technology integration. Each resource has a different specialization. Many can benefit from the inclusion of operational data from field tests of modeled or documented systems but a means to include real-time performance data about current and future technologies has been difficult to integrate into the models and databases that document those systems. This project will provide a means for the integration.
OPNAV will benefit through validation of systems currently in their portfolio, and through independent and objective performance data from field tests of technologies under consideration for adoption. Databases currently expected to be active in this research project include:
- Executable Architecture Requirements Model (ExARM) - a SPAWAR 5.0 resource that focuses on program decision making with mission threads derived from Navy Required Operational Capability / Projected Operational Environment fleet information exchange requirements.
- Portfolio Health Assessment (PHA) - from SPAWAR 5.1 and OPNAV N2/N6 which uses System-of-Systems Engineering (SoSE) to trace the information chain from sensors through networks and systems to decision makers.
- Experimentation databases which records test results for project sponsors, such as Fleet Information Management System (FIMS)-from Navy Warfare Development Command which categorizes technologies and provides doctrine.
- Coordination, development and delivery of holistic Information Dominance portfolio assessments to identify capability, integration and interoperability gaps across the portfolio; key "bundles" of information dominance enabling programs; and gap solutions for further investigation.
- Service Evaluation Architecture (SEA) - an NPS resource sponsored by OPNAV N6 and N81 to test, evaluate and model SOA technologies and will be expanded to provide a coordination resource for NPS faculty and student involvement. SEA will also serve as a data "staging" area for input to ExARM and PHA for current portfolio technologies and a temporary host for pre-adoption technologies.
Data from each of these systems provides potential career benefits to NPS students but use of the resources is not optimally integrated with NPS academic programs or student research. This project will additionally use the SEA platform as a resource to help NPS students locate research and research opportunities in areas specified as important to OPNAV, as indicated through ExARM, PHA, and sponsored fleet operational experiments.
