Summary The CNO’s Design for Maritime Superiority identifies concerns about unprecedented, accelerating rates of change in maritime systems, global information systems and technology, and highlights the need to reexamine approaches in every aspect of the Navy’s operations. It is clear that modernizing logistics will enhance warfighting with benefits felt afloat and ashore. But transforming large organizations is messy, as leaders must align strategy, organizational structures, tasks and practices, training, education, informal continuous learning, rewards and incentives. Considering culture change issues up front can reduce inherent challenges and accelerate the process.
We propose exploring the culture change implications of the Navy’s initiatives in digitizing logistics and additive manufacturing. This exploration will build on previous research, using design thinking and collaborative workshops to inform our study. We will evaluate and synthesize what we learn to create actionable recommendations for leaders.
To gather data and generate possibilities, we plan to host multi-day workshops and “sprints” (2-hours to 1 day) using Design Thinking, a set of methodologies recognized for rapidly creating innovative capabilities (products, processes, strategies, and organizational changes) by employing human centered design practices to broad opportunities and complex problems. NPS has been using Design Thinking in theses, courses, and research to create new capabilities for the Army, Air Force, Navy, Marines and Special Operations Forces.
Participants in facilitated workshops will focus on core questions agreed to with the sponsor eg: What might be the Implications across the Naval enterprise of accelerated technological change from a socio-cultural perspective?
The project enables NPS faculty and students from across Navy communities to collaborate on, contribute to and support logistics modernization.
