Summary The Dynamic Retention Model was the primary tool used to evaluate the proposed retirement and military compensation policy changes on retention including the size and timing of continuation bonuses in the new military blended retirement scheme. The model produces aggregate bonuses estimates for officers and enlisted by service, not by specialty area nor is the model adjusted based on the strength of the economy or the service member quality. Further the model does not adjust for non-monetary compensation which is becoming increasing important under the current talent management initiatives. Nor does the model address the quality of the service members retained. The model needs to be updated and adapted so it can evaluate policy changes for officer and enlisted specialty area, account for econometric changes, non-monetary considerations, and sailor/officer quality. Current research is looking at the existing models to understand what is currently developed and used across the defense department to support compensation related questions. NPS is also beginning to explore specific issues related to retention bonuses and the continuation bonuses included in the blended retirement system. We will continue this research in the coming year, focusing on developing analytical tools to support questions regarding the continuation bonus and retention bonuses for selected communities identified in conjunction with the project sponsor (e.g., aviation continuation bonuses).
