Summary ECCO seeks to develop an Online Distributed Irregular Warfare (IW) Strategic Game that can be utilized at NPS and across USG schoolhouses with curricula specializing in IW.
This proposal seeks to mirror the complex and trans-regional nature of IW threats by utilizing IW concepts older than the term itself. It will encapsulate a violent struggle among state and non-state actors for legitimacy and influence over a relevant population. Indirect and asymmetric warfare approaches will be emphasized though the full range of military as well as other capabilities that will be available to be employed, in order to erode the adversary's power, influence, and will.
The inherent and protracted struggle will test the resolve of the state and its strategic partners.
The game will incorporate multiple actors, to include states, non-state actors, proxies, and external supporters. It will be designed so that users leave the ECCO experience with an enhanced understanding of the concepts of irregular warfare, the tradeoffs associated with various actions, and an appreciation for the strategic complexity of this form of warfare.
