Summary A major concern for MARFORAF is that competitors such as Russia and China may diminish U.S. influence by undermining our development and diplomatic efforts in Africa. Exactly how and to what extent competitors may succeed in achieving these goals depends to a large extent on whether the U.S. holds and sustains influence over key levers of power within African countries, and how this influence compares to that of competitors.
