Summary The Pacific Islands Regional Planning Body (PI RPB) was created by the National Ocean Policy to develop coastal and marine spatial planning (CMSP) within the Pacific Island jurisdictions of Hawaii, Guam, Commonwealth of the Northern Marianas Islands (CNMI) and American Samoa. The main outcomes from CMSP are: (a) identification of existing and planned activities in the marine environment; (b) identification of areas suitable for different activities; and (c) development of ecosystem-based approaches to planning and managing activities. The major benefits to DoD from CMSP include improvements in, and the reduction of conflicts in: (1) the siting and scheduling of training and testing; (2) natural resource permitting; and (3) addressing encroachment on bases and operational areas. As a continuation of previous research work, we have already collected some initial datasets and built a prototype data portal to serve the data. We propose to continue our collaboration with the PI RPB and MARFORPAC to conduct CMSP for the U.S. Pacific islands. Our main tasks will be: (a) collecting data and developing datasets on Pacific island coastal marine environments, ownerships, jurisdictions, economic features, and uses of the environment; (b) creating GIS applications and other tools for accessing, visualizing, analyzing, and comparing data; (c) developing a user-friendly mapping interface; (d) integrating decision support tools into the mapping interface if feasible; and (e) transitioning the prototype data portal and all the datasets to a permanent, hosted data portal. The NPS students who work on this project will develop knowledge and skills in collecting and analyzing data, collaborating with other agencies and educational institutions, and engaging with a wide range of stakeholders to improve DoD operations.
