Summary Recent developments in the counterinsurgency (COIN) war in Afghanistan have provided opportunities for analytic teams to use PSOM in support of real-time COIN campaign analysis, risk assessment, and course of action (COA) evaluation. In this capacity, senior decision makers and operational commanders have found PSOM-supported war gaming to be an extremely useful tool that is well suited to the high degree of complexity and high level of ambiguity found in the COIN/IW environment Building on this success, mounting a concerted effort to capture other elements of the IW activity better suited to the anticipated future (post-Afghanistan COIN) shapers of Department of Defense resource demand is a prudent and timely move with relatively moderate risk. The proposed effort would develop security force assistance (SFA)/counterterrorism (CT) and force structure analytic modules for the Peace Support Operations Model (PSOM). The general approach to developing tools for war gaming SFA/CT missions and analyzing force sufficiency will focus on analyzing a known and well-documented scenario, developing the statistical techniques to make an irregular warfare (IW) war-game analysis repeatable, then incorporating the process into PSOM. Objectives are to develop a robust and repeatable force structure sufficiency assessment capability, to begin research and analysis of SFA and other 'small-footprint' missions for inclusion within PSOM, and to evaluate integration of this capability into the OZ toolkit.
