Summary Given both the lack of tools to systematically and generally assess networks and hosts close to the user over time, and the critical importance of doing so, in this proposal we formulate a vision for comprehensive longitudinal user-centric measurement. As described subsequently, we envision four thrust to enable dramatically broader and easier large-scale measurements that capture network performance as seen from users' vantage points: i) developing a novel in-browser measurement platform; ii) deploying measurement portals,; iii) extending our Netalyzr tool; and iv) implementing smartphone measurements.
