Summary | This research will develop mathematical optimization models to guide retail and wholesale inventory level decisions at Naval Supply Systems Command, Weapons Systems Support (NA VSUP WSS). The goal is to enhance operational readiness and increase fiscal efficiency by establishing optimal stocking levels for all echelons of supply that NA VSUP WSS manages. The investigators will prioritize their model development in three distinct areas of NAVSUP WSS support. The first area of work should focus on NAVSUP WSS's traditional wholesale or WSS-managed (primarily repairable material) business, and its retail or consumable material (Defense Logistics Agency and WSS managed items) inventory at specific Sites. Both of these parts require optimization to a specific "fill rate." The wholesale part needs to also consider minimizing "delay times," for which suitable penalty functions should be utilized. This first area of work will be accomplished within the stated period of performance. The second and third areas of work are related to readiness-based sparing and allowancing levels for the basic aviation and maritime requirements found at the tactical and retail echelons, respectively. Work on these two areas will commence, time permitting, upon completion of work on the first area. The researchers will develop mathematical linear and/or non-linear optimization models, and implement them computationally in the General Algebraic Modeling System or the Xpress-MP Suite. After successful testing on an adequate set of planning problem scenarios, documentation and computer programs will be delivered to NA VSUP WSS as a planning tool. |
