Summary | This project will assess the challenges that policymakers and military commanders face in correctly identifying and attributing responsibility for the use of biological warfare agents (BW). Looking at past cases from World War II to the present, it will examine four categories of BW use: Actual Use of Biological Weapons; Suspected Use of Biological Weapons; Claimed Use of Biological Weapons, and Natural Occurrences of Biological Outbreaks. |
