Summary	This proposal creates a Distributed Learning Masters Program in Cost Estimating and Analysis (DL-MCEA) for US Navy and DoD acquisition professionals. It provides for the initial design, development and delivery of a rigorous cost estimating and analysis capability based on essential Systems Estimating principals for the US Navy and DoD.
