Summary i) Understand and quantify temperature and moisture budgets in heterogeneous environments and educe additional scaling parameters needed for diagnostic surface layer flux-profile relationships under heterogeneous conditions.
ii) Understand the role of wind wave and swells in modifying the surface layer flux-profile relationships, especially for scalar variables such as temperature and specific humidity.
iii) Modify current surface-flux parameterizations to be applicable in heterogeneous conditions and explicitly include bulk parameters representing surface waves and swells.
iv) Explore new approaches for representing air-sea processes and large-scale forcing in modeling of gradient layers near the surface and at the boundary layer top for characterizing EM propagation.
v) Employ new environmental measurement techniques and novel sampling strategies to obtain a comprehensive and cohesive dataset to address air-sea interaction processes that affect EM propagation and for extensive model evaluation and testing.
vi) Develop new modeling approaches to address special forecast needs for EM Propagation.
vii) Demonstrate the advantage and feasibility of probabilistic approach in EM propagation prediction by incorporating small-scale environmental variability in refractivity.
viii) Explore phenomenological EM models for the observed signal, and identify required measurement apparatus for extracting model parameters.
