Summary | Per request of the Secretary of the Navy’s Office of Small Business Programs and pursuant to the related Technical Proposal, the FY14-15 $75,000 research effort will concentrate on increasing opportunities for HUBZone small firms in various DON procurements (e.g., products, services, construction, WCONUS, OCONUS, regular, expeditionary, open market, IDV, simplified, etc.), taking into account the expiration of statutory HUBZone reclassification moratorium, other reclassification issues, and reducing and simplifying regulatory and classification burdens. The research effort will build on prior SECNASV OSBP-funded research which addresses regulatory burdens to small business participation, especially in simplified acquisitions and in acquisitions varied by contracting vehicles, and by classifications of contract requirements and industries, and other regulatory burdens on small business participation. The work to be undertaken under this project will continue the ongoing series of project order studies to provide support to the Director, Small Business Programs, Office of the Secretary of the Navy (SECNAV OSBP). The purpose of the research is to establish an ongoing research program providing support to the Secretary of the Navy Office of Small Business Programs (and other major OSBPs within the Department of Defense). These research efforts will focus continue the prior studies of measures to improve small business participation in Federal defense-related procurement and R&D programs and assistance measures. |
