Back Independently Powered Command, Control and Communications (C3) for Monterey County First Responders

Summary In this work, we will develop a prototype C3 system, independently powered, that will enable first responders to manage incident response while coordinating operations with state or federal agencies outside the incident area. This prototype will use hastily formed network technology (Denning, 2006) integrated with virtual machine technology to provide both communications and command and control applications in an austere environment. Baseline network and application requirements will be developed in close coordination with the California Homeland Security Consortium and Monterey County first responders, and the resulting subsystems and integrated C3 system will be exercised and reviewed with participation and representation from these communities.
