Summary The Navy's N9 Warfare Systems Directorate seeks innovative methods to analyze the composition of the future fleet based on new capability insertion while balancing budget concerns with warfighter effectiveness that can ensure mission success.
As fiscal conditions continue to reduce military budgets, leaders must make their case in operational terms while adhering to analytical rigor. Quantifiable decision support systems for these types of problems are limited. We propose an engineered approach for identifying trade space that will allow policy makers to balance the challenges of an austere economic environment with national security objectives. It departs from campaign analysis and traditional wargames in its use of computer experimentation and ability to develop numerous options to achieve thresholds of success as the customer has defined.
The NPS team will develop an experimentation environment based on executed N9 wargames. Within this fiscally-bounded, simulation-based gaming process the team will run tens of thousands of experiments to provide credible options that are quantifiable, repeatable, and analytically defendable. This approach integrates scenario methodologies, computer simulation, experimentation, and systems analysis. The results translate strategic budget decisions into terms of military effectiveness.
This research effort is dependent on NPS teaming with N9 subject matter experts, simulation technicians, and warfighters. The NPS team will engage cross-campus disciplines and leverages its experienced student population and world class faculty, along with their relationships in academia, industry and DOD. As warranted, the research lead (principal investigator) will partner with other NPS research that align with this effort's objectives.
