Summary | We propose to continue the works of LT Shaffer (Shaffer, 2015) and LT Pacholk (Pacholk, 2015 in support of the Resident Energy Conservation Program's (RECP) efforts to incentivize energy conservation, through billing, in an equitable and transparent manner. LT Shaffer's task was to introduce transparent and easy to understand modifications of current billing practices used in Navy Region Hawaii (NRH). His recommendations are part of an ongoing NRH pilot study. LT Pacholk studied a more substantial change in billing practices i.e. basing billing on prior years' usage rather than the NRH practice of billing based on current monthly usage. We propose to continue investigation of variations of the annual model as they might be implemented in new regions. The goal for all variations is to maintain fair and equitable billing practices that are stable and understandable to the residence and easily implemented. But in this study, we are specifically interested to see if the new billing schemes can accommodate more severe weather changes and still limit the risk of billing volatility, especially in small like type groups (LTG) of houses. The first region of study will be the Pacific Northwest; the second region is to be determined. As always, we continue to examine alternatives to how reasonable levels of expected usage might be established as an alternative to the practice of averaging usage over units by LTG. |
