Summary This research will identify the effective resource consumption of changing sailor demand at the resource sponsor level, commonly referred to as the high 9s. Using prior work associated with the I-TRAIN cost model as a platform for total cost assessment, this research explores the throughput dynamics of sailor demand. By focusing on the resource sponsor effect due to a changing fleet demand signal, a changing street-to-fleet (STF) transformation process (Block Learning and Ready Relevant Learning objectives), and changing fleet readiness objectives, we provide resource sponsors the opportunity to look at costs impacts associated with these dynamic changes.
To assist with the potential integration of the I-TRAIN costs model within the Navy IT transformation process, we will identify and evaluate potential commercial programs that may assist in this integration.
