Summary |
The Naval Postgraduate School (NPS) will take the lead in developing and managing the California Homeland Security CHSC (CHSC) with participation from the State of California higher education community, Monterey county, the State of California, federal agencies, local research institutes and corporate members. This addendum is in response to the Congressional mandate described in the 2008 Department of Homeland Security Appropriations Act to fully fund and extend the period of performance for Interagency Agreement (IAA) number HSHQDC-07-X-00958. This proposal leverages the unique regional capacity and ongoing collaboration among California higher education, research, and national security-related institutions. The CHSC has access to Fort Ord, Camp Roberts, and Fort Hunter-Liggett for field experimentation and trials that can be focused on homeland security (HLS)-related challenges. In addition, CHSC membership can leverage the ongoing Maritime and Port Security field experimentation currently being conducted by NPS with the US Coast Guard in nearby San Francisco Bay. Local government and communities must focus on continually improving their ability to: (1) prevent, (2) manage and (3) remediate the effects of Homeland Security (HLS) incidents. A number of California higher education and research organizations already are working together to address these concerns, and are prepared to expand their capacity and capabilities to further assist California and the Nation in meeting these challenges. |
