STUDY QUESTION 1: Sexual Assault Prevention and Response Literature Review
Conduct a literature review to identify best practices in sexual assault prevention and response. The review might include communications efforts, engagement, training strategies and reporting efforts. In particular, we will review literature from Centers for Disease Control's sexual violence research studies as well as other academic studies that are relevant to this effort Best practices will include efforts to support individuals who are assaulted as well as interventions of bystanders.
The literature review has three purposes: 1) to provide Navy's SAPR office with a summary of best practice programs, 2) to use the best practice strategies for discussions with Fleet audiences in Part II of this research project, and 3) to provide examples of websites from best practice programs (Part Ill of this research project).
STUDY QUESTION 2: SAPR Communication Strategies for the Fleet (Message Framing, Channel and Sources)
The purpose of Part II of our study is to examine the effectiveness of existing communication strategies and identify innovative communication strategies for different Fleet audiences, including junior enlisted, enlisted leadership, chiefs, officers, CO/XOs, with an end goal of reducing sexual violence and enabling positive, respectful working relations.
STUDY QUESTION 3: SAPR Website Recommendations
We will work with the SAPR staff to strategize website improvements. How might the SAPR website play a stronger role in reaching the program's objectives? What are the key goals of the website? Which key stakeholders are expected to use the website? What are the measures of performance? What are the measures of effectiveness? How might you use web analytics to test messaging real-time? What is the optimal placement of information on the website? We will also identify and examine websites from the best practice organizations identified in Part I of this study.
