Summary This study will focus on two issues. The first objective is the assessment of the optimal assignment of the Plus-10 crewmembers, determining the workload of each member of the crew for various scenarios and underway evolutions. We will also evaluate previous data collected previously on LCS 1 ad LCS 2 by the ONR Performance Shaping Function Study Group. We request that the Center for Naval Analysis share any data they have collected on LCS crewmember work and rest schedules so that it can be included in our analysis. It will be critically important to evaluate the crew with the "Plus 10" manning to determine how this approach has worked and to determine whether the workload of any individual crewmembers may still be excessive.
The second objective is the development and validation of alternative watch bills that can be used on minimally-manned crews such as the LCS with particular emphasis on increasing LCS endurance in tactically stressful/LOW situation. We will use validated models of human performance and DoD-sanctioned modeling tools to determine predicted effectiveness levels of all crewmembers in both 40 and 50-member core crew configuration. These same models will be used to evaluate various alternative watchstanding schedules. Once analysis is complete, we will recommend a watch bill that will be tested either afloat or ashore.
