Summary | The current regime of constrained resources, sequestration, and budget uncertainty offers the Marine Corps Human Resources Development Process significant challenges as well as important force-shaping opportunities. In order to best exploit these opportunities, the Marine Corps must be able to reliably identify high-quality junior enlisted Marines. In this research project, we plan to take the Performance Evaluation System Manual's virtues of accuracy, accountability, and consistency as credible metrics for a valid personnel evaluation system and measure the proficiency and conduct marks system against these metrics. We will also examine the promotion and reenlistment process for first-term Marines and quantify the effects of any systemic problems that stem from the evaluation system. Finally, we will assess prospective modifications for improvement. We expect to employ tools such as various descriptive statistics, multivariate linear regression, and non-parametric methods. This research will enable the Deputy Commandant of Manpower and Reserve Affairs to better manage the Human Resources Development Process as it pertains to junior enlisted Marines by improving the institution's ability to identify high-quality Marines and target them for promotion and retention. |
