Summary Recent memoranda by SECDEF Panetta, DEPSECDEF Carter, and ASN (RD&A) Stackley identify reversal of continuous failure to meet statutory small business contracting goals as a major priority of DOD/DON. This research targets major causes of this failure, tests relevant literature findings, and generates solutions which are academically and practically original.
This funding is provided on a project order basis for the period ending 31 AUG 2013, to fund ARP Prj # F12-093: OSBP - ARP: SECNAV Small Business Initiatives: Enhancing Small Business Participation in DON/DOD Procurement and R&D While Achieving Better Buying Power. Supported by MOA agreement, dated 14 Sep 2011 with the Naval Postgraduate School for Small Business Research through the Acquisition Research Program at the Graduate School of Business & Public Policy.
