Summary	With the increased reliance on simulations for training as a result of budget shortfalls and faster deployment cycles, the inability to adequately assess training effectiveness must be addressed. The only current methodology is to conduct an empirical effectiveness study after the system is built, or at least prototyped which is expensive and too late to really impact system design. What we propose is an analytical methodology based on a human abilities taxonomy and task analytic techniques that will allow us to predict system effectiveness throughout the acquisition cycle, not just at the end. The proposal describes the steps necessary to complete this work resulting in a validated, repeatable methodology.
