Summary The MCSC, like many Department of Defense (DoD) organizations, strives to evolve from a traditional (document-based) systems engineering environment to a MBSE environment. For this transition to occur, MCSC personnel must receive education and instruction on business processes and methods. These business processes and methods utilize MBSE approaches to glean engineering insights that have been previously difficult to achieve, or were otherwise unavailable. MBSE was envisioned to transform systems engineering from a document-based to a model-based discipline. This transformation means more than using model-based tools and processes to create hard-copy documents and models. MBSE requires a mindset change, and a change in expectations of the artifacts required during the systems engineering process. MBSE allows for the static and dynamic representations of a system from several different perspectives and levels of decomposition. MBSE tools, processes, methods, and data are continuously evolving. This proposal supports MCSC staff education and development. Concurrent research explores how this environment can be employed more effectively for programmatic decision-making and management support.
