Summary | This project is intended to assist in developing mitigation strategies in order to support DOD responsibilities in supporting civilian authority when requested in a disaster situation. Collaborators will evaluate standard tactics, techniques and procedures for the use of Inmarsat satellite communication services by local, state and federal agencies with emergency management and disaster response roles in order to develop strategies to mitigate potentially harmful radio communications interference from 4G terrestrial systems operating under the Federal Communications rules regarding Ancillary Terrestrial Component (ATC). These strategies will be refined and validated through a series of interactions with a variety of emergency response agencies and used to generate an "Interference Aware" manual for first responder MSS users. |
