Summary The Director, Defense Research and Engineering (DDR&E), Laboratories and Basic Sciences (LABS) requires highly specialized technical, budget, and programmatic support for execution of the Science Mathematics and Research for Transformation (SMART) Defense Education Program. Science, mathematics, and engineering (SME) are vital disciplines to our national defense; therefore the Department of Defense (DoD) has established the SMART scholarship program. The purpose of the program is to promote the education, recruitment, and retention of rising junior and senior undergraduate and graduate students in SME studies. Under this program the DoD will offer scholarships and fellowships to individuals who have demonstrated ability and special aptitude for training in SME. The Navy has been designated the Executing Agent for SMART program and will execute through the Naval Postgraduate School. In this capacity, NPS will manage and oversee the recruitment and selection of participants, facilitate payment of participant stipends, health insurance, tuition, and other allowed participant costs. NPS shall provide technical, programmatic, and budget support. The primary efforts will be program oversight, support to participating DoD services and agencies, day-to-day participant support, execution of financial support to participants. Under the guidance of DDR&E, this work will include development of standard operating procedures, implementation instructions and guidelines for participants, services/agencies and mentors.
