Summary	This research will examine the potential U.S. strategies to stabilize great power competition with Russia and China in the wake of the Ukraine conflict. Russia's demonstrated weaknesses during the invasion, and the international backlash, have highlighted both opportunities for more robust containment of Russian and Chinese aggression, and added incentives for them to cooperate in undermining the U.S.-led world order. The first part of this research will look at the U.S. options for containing further Russian aggression and reducing incentives for closer Sino-Russian strategic cooperation. The second part will look at NATO's response to Russian behavior and growing Chinese assertiveness. This includes a robust military buildup along the eastern flank of the Alliance, diplomatic and economic sanctions, contributions to the proxy war in Ukraine, and European counters to Chinese influence. This section will also consider the possible contribution of future arms control and stability negotiations and agreements in resolving current security issues in Europe. The third part will examine the U.S. options to maintaining strategic advantage in the space domain, as well as the diplomatic opportunities to restrain Russian and Chinese aggressive and harmful behavior in space. This research will be conducted through a team effort of subject-matter experts on Russian and NATO strategic doctrines, capabilities, and behavior. The researchers will perform a rigorous analysis of the debates in the Russian literature, complementing and contextualizing this information through discussions with subject-matter experts in the United States, and in key European allies. The final report will provide a combined analytical assessment on the topic that discusses implications for the USN, DoD, and U.S. national security more broadly.
