Summary The work to be undertaken under this project will be a new effort, in collaboration with the DLA Office of Operations Research and Resource Analysis (DORRA), to provide support on management, process, and technical related issues in order to maintain the technical vitality of DLA. For this effort, NPS seeks total funding of $171,000 (FY2015: $35,000 and FY2016: $136,000). The specific topics were developed by mutual agreement of DLA Office of Operations Research and Resource Analysis staff and Professor Geraldo Ferrer as proposed by NPS leading researchers.
(A) Improve the Lumber Supply Chain.
- Conduct an analysis of the Lumber Supply Chain and examination development of separate supply chains or rules by COCOM for procuring/distributing lumber.
(B) Expedite the Evaluation of Price Reasonableness for Small DLA Contracts
- Provide assistance in reviewing DLA contracts/purchase orders. We will focus our attention to the small buys, in order to consider their automation. With our understanding of DLA’s price analysis process, we will undertake extensive research in reviewing industry practices for solutions, either as an established tool or a suggested modified one.
