Summary The US Naval Postgraduate School (NPS) proposes to develop measures of effectiveness (MOEs) to further the work of N91 for integrating alternatives for improving disposition and use of funds in carrying out their responsibilities related to sustainment of warfare systems over their lifecycle (Program Objective Memorandum (POM)/SPP through transition and execution). It is the goal of this research to formulate a standardized, systematic means of measuring effectiveness of the integration of warfare systems that emphasizes economies of scale, efficiency of labor, and proficiency in control to maintain different alternative force structures to meet the Navy's missions. Findings will be used to leverage existing methodologies to lay out the foundation for a standardized framework for MOEs that reflects the various stakeholder perspectives, provides the requisite force structure, tools, and techniques to determine the level of assurance that objectives will be met. The objective of this operations analysis is to manage and to improve the fidelity of the lifecycle model and its analyses for sustainment and operations. The integration of sustainment strategy with necessary traceability and transparency will provide better assurance through full system of systems integration.
