Summary | The Warfare Improvement Program (WIP) process is the formal framework for capturing, vetting, and prioritizing Fleet capability needs to improve readiness and optimize resources for Navy forces in the execution of Combatant Commander (CCDR) tasking. For each mission area, a WIP Fleet Collaborative Team (FCT) is constituted to participate in events that inform development of annual output products. A ranking tool is utilized throughout the WIP cycle to aid in objective prioritization of capability gaps and generation of an Integrated Prioritized Capabilities List (IPCL). The objective of the proposed research is to investigate a visual analytic tool (dashboard) to depict capability gap resolution progress based on substantiated real-time information in order to 1)enable prioritization of goals based or hard data, 2)optimize resources, particularly funding, across organizations, and 3)create a central repository for organizations to distribute pertinent information. The approach used to develop the visual tool is based on developing a formal model for quantifying the capability gaps based on identified metrics and weights assigned to those metrics to compute a capability gap score for each capability priority over time. The research deliverables include a final report summarizing the research findings, a PowerPoint presentation, and one or more data products that visualize gap resolution progress over time for different priorities. |
