Summary CASPER is a coordinated experiment sponsored by ONR to study the influence of the atmospheric and oceanic environment on electromagnetic wave propagation. Ocean conditions will be characterized by use of buoys and ships, while the CIRPAS Twin Otter aircraft characterizes the conditions in the atmosphere. Electromagnetic wave transmitters and receivers will be placed on the airplane, on ships, and on a nearby shore. The main experiment is planned in October 2015 off the North Carolina coast, but an equipment test is scheduled to take place in Monterey, CA in late April.
Funding for the CIRPAS participation in CASPER was partially provided through an omnibus experiment grant to the Dr. Qing Wang of the Naval Postgraduate school, while the rest will be provided to CIRPAS later in the year. The purpose of this proposal is to transfer the former into CIRPAS accounts.
