Summary HHS Bed Capacity Assessment Abstract The Department of Health and Human Services (HHS) is interested in developing a tool rooted in operations research that allows decision makers to make clear and data-driven decisions concerning needed long-term permanent capacity for the Office of Refugee Resettlement¿s Unaccompanied Alien Children program, given historical caseloads, variability, and operational performance, and with consideration of multiple priorities. Toward that purpose, this research will enhance HHS' ability to model and analyze needed bed capacity in three phases. Phase I will use a commercial simulation environment to quickly build, test, and analyze a model that provides HHS with the required information. If the quick-turn model and analysis in Phase I prove useful to HHS, Phase II will specify and build a tool for HHS' long-term use. If a Phase II model is developed for ongoing HHS use, Phase III will involve steps to transfer the capability to HHS staff.
