This research purports to execute an assessment of the feasibility of providing a tactical chat capability to support distributed USMC maneuver elements in a satellite-denied environment. As the USMC reviews its core missions with respect to a return to high-mobility, rapid-insertion amphibious assault missions from the more static embedded roles it supported in the Iraq and Afghanistan campaigns it must plan for missions that are not supported by military or commercial satellite services nor largely static land -based communications systems.
One of the most basic and fundamental communications requirements of small tactical units is tactical chat. More specifically, a chat program that does not require high bandwidth and which can inter-connect dispersed forces without requiring extensive infrastructure to be in place to support it. This research will assess the state -of-the-art commercial and government off the shelf chat applications for suitability for use over a low bandwidth communications channel and demonstrate the performance of a best-of-breed application over a high-altitude-balloon-based communications relay system.
