Summary Constrained budgets and fuel costs have long been a concern for the Navy. Several programs have been developed to aid commands in conservation efforts with varying degrees of success. Deeper budget cuts motivate a more aggressive review of alternative energies, technologies, and non-technical processes targeted to gain additional fuel savings. This study will review current afloat business practices, across the full Tactics, Techniques, and Procedures (TTPs) spectrum, examples of which are budgeting and effectiveness measures. Our objective is to recommend alternative policies, practices, and metrics to leverage and enable additional fuel conservation.
