Summary |
Staying in the fight is a game-changer. Ship system Battle Damage Assessment and Repair (BDAR) facilitates sustained presence in contested environments. The USN relies primarily on deployed assets, regional allies, contracted support, and other ad hoc means to fill these critical wartime functions. Increasing BDAR capability will enable the fleet to return to a more resilient force, providing operational commanders greater options to challenge robust adversaries abroad. Stakeholders from OPNAV, the numbered fleets, SYSCOMS, TYCOMS, and program offices are actively engaged in BDAR enhancement efforts through wargaming, fleet exercises, working groups, and think tanks, all aimed at addressing this concern. This study will leverage current information to focus on investigating the competencies necessary to provide effective BDAR to the fleet, understanding the tradeoffs in cost, schedule performance related to maintaining robust organic BDAR capabilities, and making the best use of other available assets. This will be accomplished by compiling, examining, and evaluating expected USN BDAR assets, and prioritize them by formulating a means of evaluation based on the impact of these BDAR capabilities, organic and non-organic, across various operational levels and localities. Parametric relationships will be established through the application of a system engineering-based approach with an emphasis on determining the effectiveness and performance of forward-deployed BDAR assets, their impact in a contested environment, and the benefit to facilitating salvage and repair through non-traditional resources in those areas. |
